ArcGIS Runtime only supports REST based labelling properties defined here: http://resources.arcgis.com/en/help/arcgis-rest-api/#/Labeling_objects/02r3000001m1000000/. This does not include the placement rule for labels being inside polygons. Feature layers created from geodatabase files (via create runtime content or the sync task) and from Feature Service Layers have this limitation.
