Unable to download a dataset when accessing an ArcGIS Enterprise Site as an anonymous user or a user with a Viewer role.

This is a known limitation based on the role configurations within Portal for ArcGIS. At this time, users need export capabilities to download content. To use this functionality, submit an enhancement request to the ArcGIS Enterprise team. A workaround can be accomplished by having a creator user first export content, such as a shapefile, and then make that export public. Then viewer users can access the public exported formats.Solución alternativa
- Download the dataset as a Creator or GIS Professional, e.g. as a file geodatabase.
- Share the file geodatabase with everyone and with the Site group.
- The Viewer or anonymous user must go to the Site, go to Data, and download the file geodatabase from there.
