This defect is addressed in the Portal for ArcGIS Mission Manager Location Services and Projection Patch. As an administrator, a mission can be created from the REST endpoint.
1. Navigate to https:/mission/rest/services.
2. Select Create Mission.
3. When prompted, add 'Mission name' and under App ID 'arcgisMissionManager'.
Once complete, the mission can be configured on the View Mission page.
