The issue is non-reproducible with portal 10.9.

Solución alternativa

Updated Workaround:

  1. Instead of saving the feature drawn with the 'Save to My Content' option, select the 'Export to GeoJSON' option. 
  2. Add the item to Content in Portal for ArcGIS. The item is successfully published as a hosted feature layer.
