This issue occurs in ArcGIS API for Python 2.1.0 and before, which is included in the ArcGIS Online Standard Notebook runtime 8.0. The issue is fixed in the ArcGIS API for Python 2.2.0 release, which is included in the Standard Notebook runtime 9.0.Solución alternativa
Add the group parameter to the create function after user_type in the ArcGIS Notebooks runtime version 7.0. For example, groups= 'newmembergroup'.
