Time-enabled map services flash or blink in the ArcGIS Online and Portal of ArcGIS Map Viewer when consumed in Internet Explorer 11, Microsoft Edge 25, or Mozilla Firefox 59.0.

This is a known issue in JSAPI. There are no plans to address for 3.x. Was an existing problem with how ArcGISDynamicMapServiceLayer's worked in IE11. If you test the MapImageLayer in 4.2 and above, you should see that the issue in no longer reproducible. So in Map Viewer this can't be fixed. But using an app with JSAPI 4.x would solve this issue.Solución alternativa
