This issue is with broken connections to local language basemaps in ArcGIS Pro 3.2 when switching basemaps.

The web maps were updated on 14 Dec 2023 to fix the http urls in the item.Solución alternativa
- In Settings > Options > Map and Scene > Change the Map to "Default basemap of your organization".
- Add the basemap directly from the Portal Tab > ArcGIS Online.
