This is a ArcGIS StreetMap Premium data issue where the Building Areas feature class within the North America Mapping file geodatabase contains fewer features in the 2024 Release1 compared to the 2023 Release 4.

The latest StreetMap Premium release (2025 Release 1) has significantly more building footprint data than 2023 and older releases. The development team will report this issue for the specific area mentioned to the data vendor for an update in a future release.Solución alternativa
If possible, have users remain on earlier releases of the HERE-sourced data (2018 Release 1 to 2023 Release 4) if their workflows require the BuildingAreas feature class.
