The Zoom widget does not disable on a SceneView with constraints when zooming in or out to the minimum or maximum scales.

We decided against addressing this issue because the solution is quite complex (due to several scale levels within the same view in 3D) and the feature is not critical from our point of view. Let us know if you have workflows that depend on this feature and we can either reconsider or maybe suggest workarounds.
