Error

The World Imagery Basemap shows different quality tiles in an ArcGIS Pro scene view than in the map view.

Problem is with the data. In 3D view, we do not support dispaly of higher resolution tiles when the coresponding lower resolution tiles are missing. Basemap images at level 15 are missing in this area. I think 2D view is skipping this missing level and displaying the higher resolution tiles.
