By default, ArcGIS GIS Server sets Access-Control-Allow-Origin to a wild card value (*) to allow all cross-domain requests. In order to show the “Access-Control-Allow-Origin” header in the response from ArcGIS GIS Server, it requires the client, such as a browser, sending the request with the “Origin" HTTP header.
