The Viewshed (GeoElement and Location) sample changes the results at different scales.

This is expected behavior for the new analysis (GeoElementViewshed and LocationViewshed) classes. These classes do not use the native resolution of the data in order to calculate the result, but rather the data the GPU is rendering to the screen at the given scale. That level of detail changes as the user zooms in and out of the view, which causes the results to change.
