Solución alternativa

Open up the existing locator.xml file and search for <def name="NumSeparator">.  In this definition, comment out the line that has the “/” in it like so:                                                                 <def name="NumSeparator">                                                                                <alt>-</alt>                                                                                <alt>#</alt>                                                                                <!-- <alt>/</alt> -->                                                                </def> This will fix the issue. In addition to that, if they would like all locators that are built to have the same change, go to the Locators folder in the ArcGIS Install directory and make the same edit to the USAddress.lot.xml file.
