Error
The TileLayer does not dynamically load tiles in after exceeding the level at which the cached tiles exist for the service.

This is as designed. In ArcGIS Javascript 4.11, we added support to disable resampling of TileLayers. As part of this change, we also check max and min LODs of the service and don’t fetch tiles past that point. The service provided in this issue, (https://devfscintmaps.fsc.org/server/rest/services/ForestAuditApp/WDPA_Global_poly/MapServer), advertises maxLOD of 8. So we are not fetching any tiles past it.Solución alternativa
- Change the map scale on the service to include a high map scale.
- If the layer is MapService containing a cached FeatureLayer, display it as a TileLayer when zoomed out, and display it as a FeatureLayer when zoomed in.
