The survey123.arcgis.com website Data tab does not load when the 'Editor cannot see any features' setting is configured in the feature service.

If a user sets the permissions of a feature service to "Editors can’t see any features, even those they add" then no apps can query the service - even if the data owner is signed in to them. Essentially this permission setting disables all queries against the feature service. It is recommend that owners apply permissions to the feature service view and not the feature service as a workaround.
