The Story Map Cascade, Crowdsource, and Shortlist templates are not available in the Create a New Web App window when the ArcGIS Online for Organization's language is set to French.

These story map apps have only been shared with the English template group during their beta phase, so this is expected. User can launch the builders for these apps from the story maps website (storymaps.arcgis.com) or by clicking 'Create a web app' on their English item pages.Solución alternativa
