Error
The 'Send to' option in ArcGIS Workflow Manager fails to update workflow in another geodatabase.

This behavior is as designed. In Workflow Manager Classic, the Send To option only updates the target database with newer changes to help avoid accidentally overriding the newest version.Solución alternativa
Users can implement the following workarounds for the behavior described in this issue:
- Delete the item from the target database and use the Send To option.
- Make a small change in the item which needs to be most current.
- Use the Send To option to migrate to the desired database.
