Error
The self-signed certificate included in ArcGIS Monitor 10.8.1 no longer meets the encryption requirements of Google Chrome and Microsoft Edge. As a result, the website does not load by default without replacing the certificate with a new one.

Replace the default self-signed certificate with a new one generated manually by the organization that meets all of Google Chrome's requirements. After doing so, the site loads.
