Error
The Select By Location tool does not return accurate results when the 'Invert spatial relationship' check box is checked, on an input feature obtained from Make Layer From Selected Features.

This issue is not reroducible in ArcGIS Pro 3.3 and behaves as expected. This issue is reproducible in ArcGIS 3.2.Solución alternativa
Export the selection as a new feature class by right-clicking the point feature class, and click Data > Export feature, instead of creating the layer from Make Layer From Selected Features. The new selection exported is now separate from the parent feature class.
