Error
The Select By Attributes tool does not recognize the Japanese characters in the attribute table.

This is by design for the SQL server. The workaround listed in the issue is how one should query Unicode. Refer to this support help documentation in the following link for more information, https://support.esri.com/en/technical-article/000009193Solución alternativa
- In ArcGIS Pro, click the Select By Attribute tool.
- Click Add Clause.
- Select the field name.
- For the Value parameter, press N. The tool automatically selects the Japanese word.
