The read-only feature service changes the sync replica direction property from 'Download' to 'Bidirectional' in the local mobile geodatabase after submitting a sync.

This is expected behavior as of ArcGIS Runtime 100.14. The sync job will reset the geodatabase directions to bidirectional after a sync, this allows import and export to behave predictably subsequent to a sync upload or sync download. Granted, this appears unusual when the service is downloaded only.
