Error
The 'Raster to Polygon' tool in ArcGIS Pro generates incorrect output with the input raster in GRID format and ‘RowID’ as the ‘Field’ parameter.

The Reclass2 and Reclass4 have a NoData value of 0. The Raster To Polygon tool ignores the NoData value. Both these rasters have a row ID of 0, and therefore when vectorizing on a row ID, this row is ignored. To create a feature for this row, use a different field or change the NoData value to another value other than 0, 1, or 2.Solución alternativa
Run the Raster to Polygon tool with 'Value' at the Field parameter.
