Error
The Raster to ASCII(Conversion) tool generates incorrect minimum and maximum values for a 16 bit unsigned raster.

Statistics are not always calculated. Esri GRID is the only raster format that is guaranteed to have correct statistics. The incorrect statistics shown in the legend are from the rendering algorithm. If viewed from the properties of the raster, the stats have not been calculated.Solución alternativa
Use the Calculate Statistics geoprocessing tool and calculate statistics for the output ASCII file and the output will have the exact minimum and maximum values similar to the original 16 Bit raster.
