This issue has been addressed in ArcGIS Pro. ArcGIS Pro is the next generation of ArcGIS Desktop software and is the primary focus for future development efforts. Currently there are no plans to address this issue in ArcMap.

Solución alternativa

Save table re-sizing for the end, after the background color, and so forth have already been set.
