Error
The Portal for ArcGIS map viewer does not accept a CSV data unless the coordinates are in WGS 1984, decimal degrees, regardless of the basemap’s projection.

The Map Viewer does not support coordinates other than WGS 1984 for CSVs. We now check the values of the coordinates are between -180 and 180 before adding them to the web map which is why the workflow previously allowed the points to be added. The check now prevents the points from being added.Solución alternativa
Convert the CSV data to feature class in ArcMap, and publish as hosted feature service from ArcMap to Portal for ArcGIS.Pasos para reproducir
