For your Drive Time site in Canada, please use the Detailed Data Aggregation method for running reports. You can use this option by going to Preferences - Reports and selecting the Detailed Data Aggregation. We will continue to evaluate how the data is calculated for reports; however selecting the detailed data aggregation method should resolve your issue.
