The Plan Routes tool in ArcGIS Online does not produce any routes and fails if the analysis does not return to the start location.

If returning to a different location is not necessary, run the analysis with the 'Return to start' option checked.If cannot return to start location, use the Ready-To-Use Services in either ArcMap or ArcGIS Pro.
