This is a known limitation when using the print service in Portal for ArcGIS.Solución alternativa
Switch to an ArcGIS Pro based print service. Measure from the center of the map to make measurements using the scale bar accurate. Use a web map that is in an Equidistant spatial reference system (SRS) to get the scale bar measurements to work properly. Alternatively, use the latest outSRS control in the Web AppBuilder for ArcGIS to produce an output map in an Equidistant projection.
