Error
The Multipart To Singlepart tool returns the error, "ERROR 000072: Cannot process feature with OID <value>. Failed to execute".

cannot repro i ran the steps and MultipartToSinglepart did not fail. Most reliable way to insure the process is run the exact same way is to provide a model instead of manual steps. also we don't recommend modifying the default xytolerance. lastly processing of data with bad inputs is not recommended. The vp feature class provided contains self-intersecting polygons, those should be repaired before any analysis is done with the data.Solución alternativa
Run the Feature To Polygon tool, and then run the Multipart To Singlepart tool.Pasos para reproducir
