Error
The Manage Map Server Cache Tiles tool does not honor a defined Area of Interest.

The caching tools honor the area of interest successfully. It is the expected behavior to have super-tiles beyond the area of interest for certain scales. To not display the super-tiles, create tiles for scales that capture the full extent of the area of interest accurately. In the following documentation it is stated, "You should not see tiles created outside the boundary of your area of interest beyond 4,096 pixels in any direction."
