Error

The Manage Map Server Cache Scales tool allows for the option to create new cache scales outside the predetermined cache extent. ArcMap hangs after the tool is run and these new scales are not created.

As designed: The cache service will show the scales that are within the min -max scales, so that user can manage and view the cache at these scales

Solución alternativa

Right-click the service through ArcCatalog > Service Properties > Caching > Change the Levels of Detail. This is to ensure the scale level to add through the Manage Map Server Cache Scales tool is within the minimum and maximum scales.
