The Locate tool in ArcGIS Pro cannot find results from the created locator when zoomed in to a very small extent away from the source data's coordinate system.

Zoom out to a larger extent before searching for a feature within the Locate tool, additionally click the 'Full Extent' option in ArcGIS Pro to include any potential features in the results returned.
