Error
The list of overlapping features in a pop-up does not update unless it is closed and reopened using ArcGIS API for JavaScript 4.23.

This is expected behavior as the pop-up does not automatically pick up changes that occur to features in the view. The pop-up needs to be repopulated with the updated features.
