Because of differences between Map Viewer and Print Service, when an effect is used, the print widget in Map Viewer sends the layer as a screen-capture instead of the layer as-is. As a result, legends don't show up. Refer to tis documentation: https://developers.arcgis.com/javascript/latest/api-reference/esri-rest-print.html#:~:text=There%20is%20no%20current%20support%20for%20printing%20effects%20when%20a%20blendMode%20is%20applied%20to%20a%20layer for more information.
