This is not an issue with the legend, but with the word and letter spacing value of 0% set for the Text Symbol (font) that the legend item happens to be using.
This is not unique to legends, or to layout files. This is an issue with Text Symbol properties. There is a bug with ArcGIS Pro 2.4 and 2.5 where text incorrectly displays when word and letter spacing are set at 0%, even though it appears that nothing is wrong. With version 2.6 the Text Symbol properties for word and letter spacing are now being honored and the text displays correctly, per the actual values set for letter or word spacing.
Projects and layout files with word and letter spacing set at 0% need to be adjusted. Select multiple legend items, open the properties, and change word and letter spacing to 100%. Once these changes have been made, save a new layout file. The word-spacing then should be read as intended in version 2.6 and later after 2.6.
Solución alternativa
The legend displays perfectly after removing and adding it back to the layout.
- Right-click Legend > Delete.
- Navigate to the Insert tab. In the Map Surrounds group, click Legend.
- Draw a box where the legend is to be placed.
Note: However this solution is not feasible for users with multiple layouts.
