Error
The layer name labels in the legend element disappear when the map frame is switched in ArcGIS Pro.

When changing the map frame to None for the legend, the custom formatting done to individual legend items will be lost. When resetting the map frame, only the defaults are applied. For this scenario to work, update the default legend item to have the desired heading or layer name formatting and visibility.Solución alternativa
Use the header label instead of the layer name to display and separate the titles above attributes.
