The labels are cut off and distorted when the Esri vector tile basemaps are added to Scene Viewer.

This is a known limitation with viewing vector tiles in scenes. The vector tiles are rasterized by the API and there are known limitations with tile boundaries causing some labeling cut-off issues. Currently, this is a known limitation until scenes in the JSAPI can support showing vector tiles without having to rasterize them.
