The label in ArcGIS Collector (iOS) still displays time even when 'Show time' is unchecked on a date and time field in a web map.

This behavior is as designed. There is no expectation for the field's popup configuration must be applied to the labels. Labels have their own configuration. ArcGIS Pro and Map Viewer Beta handle labeling in the same way, irrespective of the popup configuration.
