Error
The 'is not' operator in the ArcGIS Online Map Viewer filter pane filters out both the identified value and any null values within the specified field.

This is an expected behavior in SQL. It might logically make sense to have the null values returned but SQL behaves differently. NULL indicates that the value is unknown and is different from an empty or zero value. No two null values are equal. Comparisons between two null values, or between a null value and any other value, return unknown because the value of each NULL is unknown. As a result, null values always coerces to FALSE as a boolean.Solución alternativa
As of August 2024, this workflow is possible in ArcGIS Online Map Viewer using the Condition groups. Conditions can be added to the same group through the three dot menu in the top right corner. New groups can be added through the 'Add new' button at the bottom of the pane. In the map below, the visible points include both points with null values and those that match the 'is not' condition for the Country field.
