The hosted feature layer attribute data is editable on items shared through distributed collaborations even though editing cannot be enabled on the item.

This is expected behavior. The user that owns the item in Portal for ArcGIS are able to edit the item. Since the Item is shared as a copy, the new item is owned by the user from the different Portal for ArcGIS.
