Error
The heatmap symbology is dynamically re-rendered when zooming, even if the Method is set to Constant and the Lock radius at specified scale has been set to a reference scale to prevent the heat map from changing across scales.

ArcGIS Pro's heat map symbology tools, unlike ArcGIS Online or Portal for ArcGIS's style tools, do not fetch all features in the layer when it generates the map for each scale. Instead, it renders based on the features currently in the view. When the map view's extent changes (zooming or panning), even in a static state, the symbology will slightly change. This accounts for the difference in locking the symbology to retain a particular look across extents or scales. To obtain the most static heat map possible in ArcGIS Pro, it is suggested to increase the 'Rendering quality' parameter to Best, or to convert the heat map to a raster (refer to the documentation).Solución alternativa
