This is as designed on how the Snap Chip works. When user clicks to create a point feature on a snap-able area, the snap chip appears. The feature created is currently a sketch. User can either click somewhere else, creating another point, thus committing the previous one or click the Finish Edits button on the edit toolbar to commit the point feature they were creating.
