Error
The final release of ArcGIS Pro 3.0 is not able to load attribute tables with more than 2.5 million records at once.

Solución alternativa
This issue is planned to be fixed in an upcoming patch for ArcGIS Pro 3.0. Refer to the following article for more information, https://support.esri.com/en/technical-article/000027890.
A possible workaround to review all rows in the table is by selecting all features (Map tab > Select) in ArcGIS Pro.
Then, open the attribute table of the feature class and select 'Show Selected Records' at the bottom of the attribute table. The user can view all rows by scrolling down or tapping 'Move to End' without receiving an error message.
