FullExtent is grabbed from the service metadata. Featurelayers from feature collections do not have this. This would make sense why it is not working. What you can try to do is query for the extent from the layer's view. Please see https://developers.arcgis.com/javascript/latest/api-reference/esri-views-layers-FeatureLayerView.html#queryExtent
