Error
The Export Geodatabase To S-57 tool generates empty attributes when all the national attributes are removed and a subsequent update is issued.

This issue is addressed in ArcGIS Pro 10.7.1.Solución alternativa
Change the long name (LNAM) of the features with empty updates. This causes the next update to perform a feature deletion and feature insertion, and the subsequent updates do not contain empty updates.
