Error

If the x, y coordinates of the start and end points are equal, as in this case, calling for EllipticArcBuilderEx.CreateCircularArc(MapPoint, MapPoint, Coordinate2D, ArcOrientation, SpatialReference) or EllipticArcBuilderEx(Coordinate2D, double, double, double, ArcOrientation, SpatialReference), change the start and end points to have z-values before calling the EllipticArcBuilderEx.ToSegment class.
