Error
The edited legend values for proportional symbols in ArcGIS Pro 2.0.1 are not retained.

This is as designed. The controls specified are referred to here as legend labels, but they are in fact the min and max values of the data range, not simply labels. Unfortunately, you are not allowed to overlap the stops. So you have to change them in a certain order. In this case edit the stop values first (side of histogram) and then edit the min/max values (top/bottom of histogram).Solución alternativa
Once a legend is placed in a layout, it can be converted to graphics and un-grouped. This allows for full modification of the text.Pasos para reproducir
