The Draw widget stays editable even after closing the widget in ArcGIS Experience Builder.

This is not a bug. This behavior is by design. When the Widget Controller widget is closed, clicking on a shape drawn with the Drawing tools puts the shape in edit mode, which is the default behavior. Clicking on the map will select the data from all layers on the map, including shapes drawn using the Drawing tools.
