Solución alternativa

--In 9.3, changing the NULL values to “0’s” using the Field Calculator before running the workflow will give the correct results. --Convert the geodatabase feature classes to shapefiles (Data > Export Data), and then run the workflow with the Dissolve. The NULL values will be converted to “0’s”
