Could not reproduce this issue. Lots of improvements to dissolve at 10.3. Tested with 10.3.Solución alternativa
1. Run the Integrate tool on the data to be dissolved. 2. Specify an XY tolerance of 10 (or other value as desired) times the default tolerance of a feature class having the coordinate system of the input data.Pasos para reproducir
